The Department of Engineering and Safety (IIS), has a PhD position vacant for applicants who wish to obtain the degree of Philosophiae Doctor (PhD). The position is affiliated with the research group Societal Security, Safety, Engineering, Environment and Emergency preparedness (S3E3).
The appointment is for a period of four years.
The PhD position is for a fixed term, with the objective of completion of research training to the level of a doctoral degree. The PhD Candidate shall participate in the faculty’s organized research training, and the PhD project shall be completed during the period of employment. The position’s affiliation
The Department of Engineering and Safety is organised under the Faculty of Science and Technology. Activities at the department take place in the new technology building located at Campus Tromsø. The advertised position has its workplace at Campus Tromsø.
The department has about 70 employees and has about 500 students in our various programs. The department offers education in the fields of nautical science, aviation, safety-/societal safety and environment and international preparedness. In addition, the department offers Master's degrees in Technology and Safety and in Societal Security.
The position’s field of research/research project and other duties
The position is affiliated with the study programme in societal security. It is part of the project “Building organizational resilience through emergency exercises”. Societies around the world are experiencing greater exposure to risks of all kinds. Moreover, the risk picture is becoming more complicated, which further increases uncertainty. This brings new challenges and creates pressures for appropriately designed emergency response systems. Organizations are now expected not only to be prepared but also to become resilient. The approach to emergency preparedness has shifted, from focusing on the expected and the routine, to an all-hazard logic based on recognizing uncertainty and the unexpected. That in turn has made resilience the sine qua non for any organization as regards emergency management capacities to respond to disruption and change. The primary aim of the project is to examine how exercises in emergency management can foster organizational resilience. More specifically, the focus is on (1) various characteristics of exercises and their effects in terms of organizational learning; (2) different strategies and practices for learning from exercises; (3) how individual learning from exercises can be transferred to organizational (both intra- and inter-) learning; (4) identifying a set of criteria for enhancing organizational resilience based on exercises.
The candidate will become part of the societal security and environment team and will join the Societal Security, Safety, Engineering, Environment and Emergency preparedness (S3E3) research group. The candidate will regularly interact with the groups’ members who work within different research areas in societal security.
Qualification requirements
The successful applicant must fulfil the requirements for admission to the faculty’s PhD program, cf. Regulation for the degree of Philosophiae Doctor (PhD) at UiT – The Arctic University of Norway.
The successful applicant must hold a Master’s degree in societal security, crisis management, risk management or related fields. The Master’s degree should be recognized as equivalent to a 2-year Norwegian Master’s degree.
The candidate should have good academic performances (preferably with an average grade B or better), and a genuine interest and motivation for performing research. Personal qualifications will be emphasized. The candidate’s personal qualifications should include ability to work systematically and independently. Personal suitability, motivation, and interest in the project will also be ascribed significant weight.
The candidate is expected to have very good knowledge of English and Norwegian language, both written and verbal.
Working conditions
The normal period of employment is four years. The nominal length of the PhD programme is three years. The fourth year, distributed as 25 % of each year, shall be used for teaching or other duties for the university cf. Guidelines for the research fellow’s duties.
The position will be assigned teaching duties in Bachelor in societal security and environment and Master in societal security study programs.
A shorter period of appointment may be decided when the research fellow has already completed parts of his/her research training programme or when the appointment is based on a previous qualifying position (PhD Candidate, research assistant, or the like) in such a way that the total time used for research training amounts to three years.
Remuneration for the position of PhD Candidate is in accordance with the State salary scale code 1017. A compulsory contribution of 2 % to the Norwegian Public Service Pension Fund will be deducted.
Assessment
The applicants will be assessed by an expert committee. During this assessment process, emphasis will be attached to the applicant’s potential for research as shown by Master’s thesis or equivalent, any other academic works.
In addition, consideration may be given to work experience or other activities of significance for the implementation of the PhD studies, and to any teaching qualifications. This includes teaching education, teaching experience, experience from popularization and experience/education from other types of dissemination. Information and material to be considered during the assessment must be submitted by the stipulated deadline.
The applicants who are assessed as the best qualified will called to an interview. The interview shall among other things aim to clarify the applicant’s personal suitability for the position.

All documentation that is to be evaluated must be certified and translated into English or a Scandinavian language.
