Senior Engineer - DHIS2 LMIS Technical Lead

The Department of Informatics (IFI) is one of nine departments belonging to the Faculty of Mathematics and Natural Sciences. IFI is Norway’s largest university department for general education and research in Computer Science and related topics.


The Department has more than 1800 students on bachelor level, 600 master students, and over 240 PhDs and postdocs. The overall staff of the Department is close to 370 employees, about 280 of these in full time positions. The full time tenured academic staff is 75, mostly Full/Associate Professors.

About the position

This announcement is for a position as Senior Engineer at the Department of Informatics. The position is permanent contingent upon external funding.

The start date is 1 January 2022.

District Health Information Software 2 (DHIS2) is an open source, web-based health management information system (HMIS) platform. Today, DHIS2 is the world's largest HMIS platform, used by ministries of health in 67 countries. The core DHIS2 software development is managed by the Health Information Systems Program (HISP) at the University of Oslo (UiO).

HISP is a World Health Organization Collaborating Centre, and works directly with global donors, ministries of health and NGOs to produce global goods addressing health information system needs in low- and middle-income countries. This work includes promoting global metadata standards and best design practices through the WHO-DHIS2 Health Data Toolkit. This toolkit includes standard configuration/metadata packages for DHIS2 based on global guidance developed in close partnership with content experts at the WHO, UNICEF and CDC. Over the past few years countries and multilateral partners have been requesting more support and functionality within the DHIS2 platform for supply chain support. To meet this growing demand, the DHIS2 core team appreciates the need for a more specialized team of technical experts to coordinate Logistics Management Information System (LMIS) implementation and continued development of DHIS2 functionality for supply chain. The LMIS Technical Lead will be responsible for coordinating the UiO LMIS portfolio of projects and partners as well as managing a small software development team tasked with developing new supporting functionality in DHIS2 core for the LMIS use-case.

Work tasks

Specific responsibilities include, but are not limited to, the following:

  • Maintain close collaboration with LMIS resource partners including NOVARTIS, University of Basel, The Global Fund, WHO, HISP Groups, and UNICEF.
  • Coordinate with resource partners to develop a long-term strategy and roadmap for LMIS development within the DHIS2 platform ecosystem that aligns to the DHIS2 principals and strategy.
  • Coordinate the development of generic, global guidance on DHIS2 use for LMIS
  • Support country LMIS implementation and projects.
  • Work closely with a software technical manager to define key priorities and activities for a team of dedicated developers working on a regular release schedule
  • Align platform priorities and roadmap with evidence and best practice, creating collaboration opportunities with research and academic groups that can contribute to DHIS2 as a global good

Qualification requirements

This position requires:

  • A Master's degree in a related field (MPH, MSc, etc.), or equivalent experience.
  • Seven years+ experience in digital logistics management information systems.
  • Experience with international donor community, including bilateral and multilateral donor agencies and private foundations will be an advantage
  • Experience working with DHIS2 system design in LMIS contexts
  • Demonstrated experience leading software development projects
  • Demonstrated experience leading digital health implementations in low- and middle-income countries
  • Experience managing digital health teams
  • Demonstrated success in developing partnerships and funding opportunities
  • Excellent communication skills and fluent command of English, both oral and written. Other languages a plus.
  • Excellent organizational skills.
  • Ability and willingness to travel internationally (15%-30%).
  • Experience in research and evidence-generation for digital health will be a plus.
